I had the rubber hose disconnected at the port on the carb (mc2100) and noticed that when its running theres hardly any vacuum to it when I hit the gas. Should I be able to feel it holding my finger agaisnt it?

You should. The total vacuum at a ported source will only be about half that of manifold vacuum and the ported source is highest during mid RPM range with the throttle steady. The port might be partially blocked but I would put a gauge on it first. The dizzy should start to move with as little as 3inHg. The ported nipple should go from 0 at idle to probably about 10-12inHg at cruise.
