I've just been informed you can put a TJ shaft without the vacuum lock in. does anyone know what is needed and what mods and the best way to make this happen?

I just did it , removed the vacuum motor and associate hardware , plugged the hole with the vacuum housing and stuffed TJ axles right and left.
Right side inner seal needs to be changed to the TJ seal.
Everything works great!

How tough is it and what tools are needed to replace the seals?

4" of lift and absolutely no vibes.
I had it done in a local shop and was billed for 4 hours labor but learned afterwards that this is a simple operation that most experience jeepers can do on the trail in 30 minutes per side !

Cherokee front axle shafts will work too since its the same setup as TJs and probably a LOT cheaper and easier to find.
