You should have test drove it before you bought it. :bangnerd: ;)
Things to check:
Bent linkage
Linkage adjustment
Wrong linkage
Wrong pedal installed
Governor installed
Motor mounts worn causing linkage to bind

Can you cut a hole in your floorboard so your foot goes down farther?
Or what Joe said. That's good too.

Do a search for the JOHN NUTTER BYPASS or NUTTER BYPASS
It wont help the problem with your messed up skinny pedal but it just might help you solve some of the problems with how it runs. The webber carb is a great setup, but you have to knock the controller for the ingition out of the loop.
Good Luck

Have someone pree the accelarator while you are watching the linkage on tha carb, checking to see if it moves through the entire range (wide open throttle).
It is fairly common to have the gas pedal bend after years and years of abuse. If so, just a simple bending of the pedal bracket with a prybar may give you back the full range of motion.
