ditch the posi lock, and swap in TJ shafts. Problem solved. ;)

are you pulling the posi lok all the way out? If your 4wd light is hooked up to it, if you barely move the cable the light comes on, you have to twist and pull back a bunch.
It will come out a bit, then roll forward just a hair and you can pull it out more. sounds like you're not pulling the cable all the way back.

pull transfer case into 4wd.
twist posi lok and pull it out.
It may come all the way out, or it could come maybe 1/2" or so, if that's the case roll forward just a bit while still pulling on the posi lok, it should come out even more.
Once it's all the way out twist it to lock the handle in the out position.
does that make sense, it's hard to explain. Once you have the posi lok all the way out twist the handle to lock it in the pulled out position.
going to 2wd is backwards.
put transfer case to 2wd.
twist posi lok and push in.
if it don't wanna go try rolling back in reverse. (play with engaging and disengaging, you can feel the "sweet spot")
The handle should go all the way in then twist the handle in the closed position.

Unless you have the newer round knob version then I dunno.
