Even after bleeding the brakes on my 89 Wrangler they are spongy. The pedal goes to the floor pretty quickly unless you pump it. If you pump it you do get brakes. This problem has been getting worse. Would it be the vacuum assist that is the problem? Is there a way to test it to see if it is bad? What else could be wrong?

Make sure the vacum hoses on your brake booster are sealed tight.

If it was a booster problem, the pedal would feel really hard.
You have a bad master cylinder. trust e when i tell you this...buy a NEW one, not rebuilt. It will save you alot of aggrivation.
I just did mine a few months ago, and after 3 bad rebuilt master cylinders, I got a new one, and had no trouble.
In fact...I have one...I used for about a month before I did the disc brake conversion and used a different master cylinder.
I believe that it will fit...let me check that.
Edit: Nope...won't fit.
But no doubt, you have a bad master cylinder.
